Sorry meant to post this earlier. You can sign up at the clinic today in Mulege from 3:pm to 7 or 8pm. Normally you would need to apply in Santa Rosalia.
The process...
Bring your visa, passport, an id with photo and finger print and your curp card and one utility bill. Bring 2 copies of the above. If you don`t have a curp card, walk down the sreet to the internet cafe, tell her you are applying for seguro popular and she willgo online, print and laminate your card and make copies of everything. 30 pesos.
They ask if you rent or own your casa, how many cars you own and directions to your casa, take your fingerprints, ck your weight and height. I was the first Americano they processed, they spent sometime looking up rules and the whole thing took an hour. Now i bet you could be otta there in 30 minutes. Btw, They speak no english and joke constantly.

too late to make it to Mulege today, but in preparation for someday such an event happening in Loreto...how does one get, if one doesn't have, an id with a fingerprint on it

Maybe a Mexican drivers license? That is a guess, as is this..bring whatever id you have and a letter of recommendation from a local resident. They are easy to work with.
