I plan to take a small kayak into Baja next week. No fishing planned, just paddling snorkeling and swimming.
I've taken larger kayaks in the past without any permits. Has anything changed that I need to be aware of?

But, if you take any fishing gear on your kayak, you will need a fishing license~!
