There was a radio report this week on progress being made. Supposedly will open late next year.
It's a privately funded project and travelers will have to pay to use the facility.

I was in Cancun speaking with some of the reps from the Mexican airlines about it and they are really excited to get the expected new business.
However, one item no one would go on record with but all seemed to agree is the cost of flights out of TJ to tourism destinations will go up. Because
now it will be so easy (see border wait) to fly out of TJ for gringos, they all expected the cheap flights won't be so cheap anymore.

No, the flights won't be so cheap, but the trade-off will be the expedited crossing coming back. That should attract people who might reconsider
flying out of TJ.
