Bringing new ATV tires down.

I am sure its been gone over before but I could not find anything in search.

Friend may bring down a set of new ATV tires. Store bought, real receipt. No problem paying duty. But are there other rules for tires? Like, no new ones even with paperwork?

I brought 4 new ATV tires down in July. Showed my reciept, paid duty (16pct I think), no problem.

I did see a lot of used tires piled up in one side of the lot, which made me think they don't like the used tires.

I also brought 4 new tires down. No receipt and paid duty on the price I declared. Duty was higher on auto parts they told me so I think I paid 18+%

I bought 4 new ATV tires in la Paz, good price, had them the next day in Mulege, via Baja Pack. No problem.

Reminds me of a video circa 1990's of an airplane doing circles like that on the ground. If I remember, there was no pilot inside...
