I am 20 miles north of Tecate waiting to go to Ensenada. I want to avoid any issues on getting down there. ie road conditions,Weather, fuel supply etc.
Can anyone tell me how things are on this stretch? I would like to push on but my buddy wants to take the conservative route.

There's no problems in northern baja. Hot sunny day.

Took Hwy 3 last week. No problems.
Lots of truck traffic. Watch out while passing on hills or curves
Road is in great shape considering it is 2 lane, no construction worries

It's an hour's drive on a modern, fast, two-lane road that's actually better to drive on that most two-lane roads in the Great and Serene Republic of
Mexico. (Anyone who's ever driven from Puebla to Oaxaca knows what I'm talking about, two lanes become three and sometimes four.)
Your biggest worry will be the Tecate tránsitos, who are super vigilant... and after that your biggest worry will be which of the dozens of fantastic
restaurants in the Valle de Guadalupe to have lunch at.

Don't understand what you are waiting for? Weather is awesome today to Ensenada. Wait too long and you might get rain!
