I thought you could only buy telcel Sims from actual telcel stores and a passport was needed. That deal is pretty good if it works. I assume it will
be a Mexico city number.

I'm also shopping for the Mil.
I read reviews of the Telcel SIM as well as the seller (Mexico SIM Card) and everyone seemed happy with their purchase.
That said, I'm also a little nervous - my Verizon iPhone 5 doesn't seem to see ANY cell service in Baja. I don't want to buy a talk/data plan and have
nothing work, due to hardware issues.
Anyone have thoughts on this?

If your iphone 5 in GSM unlocked (ATT) or the Verizon version it should work fine. It all depends on where you are if you are going to get cell/data
coverage.

Just pulled the trigger on a 1.5GB data 15-day Telcel SIM card. Prime shipping, of course.
