The problem is that many San Diego car rental places won't allow cars into Mexico beyond 100 miles or so. All the major car rental companies --
Budget, Alamo, Avis, Hertz -- have facilities in TJ. They can take a cab to whatever address they make online reservations with. I just did a
quickie look-see on a Budget site. It was $112 for 9 days for an economy car, plus $14/day 3d party basic insurance. The insurance rate is about the
same as if you were taking your own car and buying insurance per day for a trip in Mexico. Tell them to check for all obvious damage on the exterior
and note it in the diagram; check the spare tire and jack; and note the time on the contract for returning it. If it's even an hour past that time,
it might cost them another day's rental and insurance. And hopefully they know enough Spanish to read the road signs - all the road signs are
important and should be heeded. Despacio, Curva Peligroso, and Kilometer posted speed, etc.

As you are doing the walk around of your rental car with the rental agent, take photos of the interior and any existing damage (inside or outside)
with the agent in the photo, and when you return the car do the same.
Before you leave the rental facility, check the wipers for condition and operation, check the horn and all lights and the condition of the tires and

last year i used the city bus and trolly to see how hard it was to get around without a car...
it's doable but a lot of work and time
it's a city bus at the airport to the santa fe station
then a train to the border...
walk across then a taxi to the airport...

Last year our group rented an Explorer and a Yukon from these fine folks to go see the whales . I highly recommend them.

The inquiry was the cheapest. Calif. Baja RentACar's cheapest car was an economy car, $200/week - NOT unlimited mileage. So mileage fees and
insurance on top of that. If a group was splitting the cost by 5 or 6, makes a big difference.
