066 is for Police.
Both these numbers likely only work from Mexican cellphones, although I've heard that in some areas 911 on a US phone will redirect to 066 (don't know
in what areas).

They are supposed to be "100% bilingual" according to their information page.
I did call 078 once about five years ago, to get the Green Angels. They did understand English (although not super well). As it happens, somebody
stopped and helped me instead so I cancelled the Green Angels request (I was still on the phone), but it probably would have worked.

Article says Baja California. I do not see the signs down here. I imagine it would work for an emergency even though that is not what it was
designed for.

Point is call in the moment, try both numbers 078 and 066, do your best to report issues and ask for help with clear directions. More people need to
get involved as witnesses and make an effort to call whether you speak spanish or not, call these numbers, write down facts, time, place, and
identifying details and make a report. They may or may not come but it could help someone like you.
