Don't have a Telcel phone, don't spend much time here. Last year could make calls in Baja from Canadian cell phone (Telus). Don't remember if I
dialed 011 or *11 before 615, or something else. This year something changed, can't connect, Canadian Telus customer reps have no clue - somewhere in
India, looking at the Google and telling me to dial 011 and country code 052, it doesn't work.

You should be able to dial a local Mexico 615 number from a cellphone by just dialling 615 then the local seven digits, if you are in that Mexico code
(you can drop the 615 if calling from a landline). If you are calling a Mexico cell number from a local landline, you should add 044 at the start,
then 615, then the seven local digits.
If you're elsewhere in Mexico, you may need to add 01 ("long distance") before 615 to call a landline (not sure if that changed this year, as long
distance is being abolished).
If you're calling from outside Mexico, or if your phone thinks it's calling from outside Mexico, you dial your international access code (011
for North American phones, 00 for most others, or +), then 52 for Mexico, then 1 if you're calling a cellphone, then 615 nnn nnnn.

CB - this is not a trick question, though answering can still be difficult, I agree. Roaming works differently in different places, but it should
still work, last year it did.
Rob - I believe this is a cell 615, though will have to ask the guy. Local area code of that village is also 615. I'm - hopefully - in this code,
being 20 km from him.
My cell does not think it is outside Mexico, because it reads "Telcel" on screen.
I tried both 615, and 011-615.

If you are calling a land-line, and you are within the same area code, calling from a cell phone - just dial the 7 digit phone number (not the area
code). If you include the area code it thinks you are calling a cell phone and if that number is not "out" there, you get a recording saying the
number is not in service.
If it is cell phone to cell phone and within the same area code, then you need the area code. Nothing else. No 1's or 011's or anything else.
FYI: 011 is the IDD (International Direct Dialing) number in use by the US and Canada. 52 is the country code for Mexico. These are used only when you
are IN the US or Canada and trying to call Mexico. If you are trying to call a Mexican Cell phone from the US or Canada - you would need to dial:
011-52-1-area code-phone number. To call a land line it is 011-52-area code-phone number.
If you are in Mexico and want to call the US or Canada you would dial 001-area code-phone number (not applicable for Toll Free numbers)
If you are in Mexico and want to call long distance within Mexico you would dial 01-area code-phone number
If you are in Mexico and using a land line and you wish to call a Mexican cell phone you need to dial 044-area code-phone number (or sometimes it is
045).
If you are in Mexico and want to dial a cell phone which is from the US or Canada and it is roaming in Mexico you would need to dial the country and
phone number it is from: 001 (US and Canada) area code-phone number.
