A report entitled Agendas for Competitivity, prepared by the Secretariat of Tourism (Sectur), took a look at Cancun, Huatulco, Mazatlan and Los Cabos,
and found all to be wanting.
A problem shared by Cancun, Mazatlan and Los Cabos is disorderly residential development, brought about by rapid population growth with which the
provision of infrastructure and services has not kept up. Uncontrolled growth in housing developments, insufficient green space and pollution were
identified as issues in Cancun, seen by many new residents as the place to go for higher quality of life.
In Los Cabos, the study found that water infrastructure needs investment to serve the high demand of the tourist corridor, which is located at some
distance from water sources.
