I need to know the details to use my US cell to call a number with the following sequence: 044 (646) xxx xxxx.
is a 001 needed in front of all numbers?

If calling within Baja - just dial the area code and phone number. You should not need anything else no matter what phone you use. IF it won't go
through try adding an 01 to the beginning but I'm fairly sure you'll get through with just the area code and phone number. You absolutely will not
need the 044 part.
Edit to say: no matter what cell phone you use. A landline is a whole nuther animal.
