What are the regs/rules concerning possession of a turtle shell? Legal? Illegal? Transporting?

Just the shell.

Some say shell possession in Mexico is legal....and offers a link to buy them....but possession must occur in Mexico....(they don't export them....the smuggling is left to others):

I have seen them in homes and businesses throughout Baja...so my guess is possessing and "antique" shell appears acceptable in Mexico.....fresh ones might garner attention by some.

As you cross the pedestrian entrance to the US thru Tecate, there's a display in a glass case for everyone to see with a sort of items that have been confiscated and most certainly got the carriers of such items in a heap of trouble, and YES there are some turtle shell items and many other items from the list mentioned by motoged: I WOULD NOT EVEN DARE try to bring NOB any such items....:o
