Before you Baja planners jump on to foam or solar, think about finding a lot/house near farming.
We have enough farming nearby to qualify for a nice CFE discount -- the whole village gets it.
At my place, thanks this year to El Nino and strong U.S. dollar my power bill was $43 a month for March and April. This with 6 ceiling fans, 4 floor
fans, big freezer, all the appliances, two computers, tv, etc. etc. and we don't go from room to room turning things off.
The cost will ease up toward $90 bucks when we start to use the Trane 12 hours a day for siestas and sleeping. Viva CFE.

We pay an average of $400 per month for heating oil during the dead of winter here in Cochituate. Viva New England?

IN BA, I don't think we have paid more than $12.00 US per month (billed every other month).
