With the pink slip, your friend can go to ONAPPAFA or ANOPROMEX and get a license to drive the car. In Ligui, that should work out OK and I have
heard of no problems in Loreto. There have been a few problems in La Paz. It is a system which allows the national to license the car while they are
"supposedly waiting to import the car". They also get a drivers license with the same agency.
The car will be worth infinitely more if you do legally import it but there were some serious problems with doing that at Otay Mesa for awhile and

To import your truck, you need to export it from the US, then import it. This can take 2 days or more. Currently the importation laws are not being
