You go to the Catastro office in the Municipal building by the town square. I think they call it Palacio Municipal...just ask at reception about pagar

To get the reduction for age you need to have the card. The office is open M_F at normal hours. If you pay before the first of the year there is a
discount for early payment. Be sure to bring last years bill with you as it will make everything much easier. You start out at the Catastro's office
which is at the East end of the municipal building facing the plaza. When they give you the bill, then you go to the center of the building to pay.

Edit: I just looked at an old bill, and it says "H. Ayuntamiento de Mulege - Estado de BCS - Calle Emilio Carranza S/N Col. Centro C.P. 23920"

I recommend not going on a Friday or Monday as sometimes the people arent around...or if it is the Baja Mil, close to a holiday etc etc. And take lots
