Reading the latest (Dec 2015) issue of "Trailer Life", there is an article on RV touring in Mexico which contains a list of helpful hints.
In the section on "Bribery" (natural in any discussion of tourism in Mexico), there is the following:
"............Bribery can be an issue with some municipal police and transit police (transitos) who are underpaid. In many cases, they are
simply trying to feed their families. In a worst-case scenario, if they want you to go to the police station and you do not want to risk taking a
large rig into a small town, ask them to pay the fine for you. You are not technically bribing them, but do not expect a receipt".
It's ALWAYS worked for me.

Preceding the quoted portion, the author noted that the endemic corruption among the Federals had been mostly resolved.
Correct or not, mostly would still be the operative word.
MY only complaint regarding the "Pay/Go" citation scheme was the fact, that in later years, greed caused the payments to get a bit expensive which
made the trip to the Police Station less unattractive.
That said, for the most part I have been successful in challenging an inflated quotation and receiving a bargained discount.
As to honesty....................IF you did the crime, you should expect to pay the fine.
WHO it is paid to ultimately is beyond concern.
