New biometric screenings for travelers going into Mexico.

"OTAY MESA (CNS) - Some travelers leaving the United States via the Otay Mesa border crossing will undergo biometric identification scans as Customs and Border Protection officers begin testing new technology kiosks Thursday.

The CBP began screening certain foreign nationals entering the country via the port of entry on Paseo Internacional in December. CBP officials said biometric exit testing at the border's pedestrian crossing was an extension of the inbound phase of the project.

The biometric data will be garnered from travel documents at recently installed kiosks identical to those used for inbound processing. The testing is set to run until May, and no biometric data will be requested from American citizens either on entry or exit, according to the CBP.

"CBP is committed to testing, deploying and implementing biometric technologies in a way that accomplishes our security and facilitation missions,'' San Diego Field Operations Director Pete Flores said.

"This test will help inform technological next steps in developing and implementing a biometric entry/exit solution, not just on the land border, but in all environments.''

Starting Feb. 22, some foreigners leaving the U.S. will have their facial photograph and iris image captured and compared with their entry records. It's similar to what has been taking place during the inbound phase of the project, in which testing applied to foreign visitors who were normally subjected to fingerprinting when they apply for visas and other travel documents.

CBP officials said improving technology for comparing entry and exits will bolster their efforts to secure the border, address immigration overstays, identify persons of interest and improve reporting and analysis of international visitors."

Unless you are certain foreign nationals, why worry??

Seems reasonable to check out folks that fit a "profile" ...

How about these guys :biggrin::biggrin:

AKgringo - 2-11-2016 at 07:48 PM

It sounds like this only applies to the pedestrian crossing. The only time I entered Mexico at Otay, I don't think I even came to a full stop before I got a green light. I did not even see a human around the entry point!

Laughing so hard. I had forgotten those fools.

Bob and Susan - 2-12-2016 at 01:27 PM

did you know the most common "biometric" is the fingerprint...

if you think you are ever "anonymous" when you travel...well
think again

Definitely high risk profiles:

Sounds like Big Brother is everywhere, where do they draw the line between security concerns, and your privacy rights?

If You Go Near the Super Bowl, You Will Be Surveilled Hard

highlights from the article:

Tracking Your Car

As the government pointed out back in 2014, Automatic license plate readers (ALPR) are fairly ubiquitous in Bay Area law enforcement. You’ll find them on utility poles and mounted on police cars. The devices can, as the name suggests, read a plate and record the location, time, and date. This data is stored in a database, allowing law enforcement to track where you drive, how often, and how long you spend at a particular place. Over time, that information can reveal details about where you live and work, where you worship, romantic relationships, and other things. Authorities collect this information without a warrant, regardless of whether or you’re under investigation.

Don't Get Caught Doing a Crime...................

MrBillM - 2-13-2016 at 11:31 AM

And their surveillance will be a waste of Time.

A couple of days ago, I read that the San Bernardino Sheriff's department will be phasing in License Plate Scanners on ALL of their patrol cars.

GREAT !

Round up those Offenders !

BTW...............In PUBLIC, you don't have (or shouldn't have) ANY Privacy Rights short of being searched without cause.

WHAT'S NEXT???

From the article Terry:

""CBP is committed to testing, deploying and implementing biometric technologies in a way that accomplishes our security and facilitation missions,'' San Diego Field Operations Director Pete Flores said."

Keep em spread Guy. This goes along with the whole insidious nightmare.

"...in a way that accomplishes our security and facilitation missions,''"

Perhaps in a year everyone who crosses the U.S. border or is anywhere inside our boundaries will be participant.

Bob hit on it: "if you think you are ever "anonymous" when you travel...well
think again"

More hassles, more stops, more illegal searches because they can; more ways to opt out of programs they created by spending money, "Sentri", TSA and others are fine for the 'wealthy' but are not financially feasible for the poor that cross daily and these "special programs" are extant to get you out of what they set up to impede you.

Wish I could do that in an open business environment.

More and more restrictions. Certainly it will influence all of us Terry.

ONLY for the Wealthy ?

HM ?

We have Sentri cards.

And, Joe says that we're Dirt Poor.

Anyway, get over it.

As Confucius say: "When .......... is inevitable, relax and enjoy it".

And, as Doris sang: "Que Sera Sera".

"It's only a Bad Dream for those who aren't Clean".

I said that.

Gee, I didn't think you listened to Joe.

Dirt poor in the U.S. may have a different connotation in another man's mind and country where his daily wage makes you look wealthy or middle-class. Perhaps the shake-down and outright robberies we have seen in Baja is more indicative of that impression than putting it on the cartels or illegal drugs in general.

Oh, on being "clean." You have been bragging about felony illegal carrying a concealed weapon (gun) in California for 50 years. Perhaps when they search you or your vehicle "because we can" you will realize your hypocrisy.

Glad ya liked it ... IT was a joke

Some get it .. others not so much :):)

In all the decades I've gone to baja ... I've NEVER been stop and pull over into secondary

Me and my wife's cousin ... did have to leave a number of bottles of Tequila with the guys at the check coming back into the States in 63 .. We just broke the bottles and poured the contents into the drain ... and the broken glass in the trash ... Thanked them for letting us handle it in that manner and headed north

We knew we couldn't bring all of them back ... but, gave it a try :biggrin:

At that time, they only asked WHERE were you born ... and your WORD was OK ... How times have changed

And never had any problems at the "check point" just before Rosarito ... while down for over a year .. .the guys were nice .. they even got to know both the wife and myself ... as we seemed to be going up to Rosarito a lot ... for things ... plus got to know a guy that owned a body shop ... that i liked and tried to help out as much as I could with business operations and getting customers

He was about as old as my son, and he appreciated my advice and help ... as did his family .. they would come down and stay with us .. while renting at km 44.5 ... The kids had a ball, as did the wife and our two dogs plus .. their Pit Bull, that took a liking to me

He and his family were very nice people .. trying to make it under very difficult circumstance ... which most Mexican's must operate under ... when trying to make a living in Baja

Sadly they were all killed in a head-on (all six)... while driving to visit his family in Michocan .... and to attend a Catholic pray event, which they attended yearly RIP

His name was Bob ... he died too

Still CLEAN after ALL these Years

MrBillM - 2-13-2016 at 08:30 PM

Having carried one Handgun or another in my vehicle for better than 50 years (mostly in California) and NEVER been cited, THAT has to say a LOT in favor of my prudent behavior and character.

Admittedly, after a REALLY close call with the Mexican Army, I DID stop transporting back and forth in Baja back around '98. Choosing instead to leave a .380 at my place. Just in case.

SO, I have no worries, Mate !

BTW, I always find it amusing that, on my many trips to/from Arizona, on one side of the Colorado I'm carrying Legal and a hundred feet or so later NOT.

As to those Po' Folks, IF they can't afford an insignificant cost to traverse into the U.S.........................WHY would we want them ?

We've already got too many people with too few resources.

wessongroup - 2-13-2016 at 08:44 PM

After "butt" inspection when I joined the service ... Always kinda thought they really knew me ...

Then they put me in ATC ... which required a Top Secret clearance and talked to my youth pastor at the First Baptist Church of Downey ... I knew for sure they knew ALL about me ..:biggrin:

Which actually helpful in my employment later on it life .. .a number of times... The DOD, EPA, State of California and the IRS ... what else needs to be said .. .:lol:

Hell the IRS knows my BP which would include what medication I'm taking currently which is all prescribed by my Doctor and paid by either Medicare or Supplemental Medical Insurance I/we pay through the nose for

And something which really starting to hit the states medical pensions ... Those in Medical Insurance Industry aren't in it to Help People ... rather make money ... which they do very well with as my cost have double within the past 8 years

And I'm sure the actuarial (bean counters) folks have it down to the penny, how much more I can contribute to the "slush" fund called the Federal Government .... to with in a few months

Me worry about what the Government KNOWS about me .. Surely you jest :):)

Gravity Waves is more important to me than what the Government knows about me

Here's something for Cisco ... funny has hell IMHO ... btw this came out in 1996 :lol:

"Uncontrolled search and seizure is one of the first and most effective weapons in the arsenal of every arbitrary government. ..................Than another Cisco Conspiracies R US Delusion.

The U.S. Government has every RIGHT and every RESPONSIBILITY to insure the integrity of the borders.

Given the "proven" FACT that there are those crossing NORTH from Mexico using identities other than their own, the "stated" purpose of the program makes perfect sense.

Even IF you carry the conspiracy delusion further and "accept" that the program provides further and more detailed information on those crossing the border in EITHER direction......................SO WHAT ?

Those making the crossings, no matter what the frequency, and are NOT engaged in criminal activity "might" suffer "minor" inconvenience and delay.....................SO WHAT.

It's a small price to pay if it enhances security and interdiction of Illegal persons or materials.

Grow up, Cisco.

The Boogey Man is NOT manning the border.

Although, He may STILL be under your Bed.

Biley. Carry a gun with you everywhere seems to surpass any paranoia that I may exhibit. Particularly as it is a felony carry, illegal carry and a danger to all around you.

Take it with you everywhere you mentioned. Don't go out to water the plants without it. Never used it in 50 years?

Yeah, allow my paranoia until you get your danger to society and yourself problem fixed.

The "stated" purpose of the program is another affront and will expand into general surveillance. As I noted above from the article: ""CBP is committed to testing, deploying and implementing biometric technologies in a way that accomplishes our security and facilitation missions,'' San Diego Field Operations Director Pete Flores said."

Remember what it was like BEFORE crossing the border. You feel better about it now? Way beyond "minor" inconvenience.

I will make a general statement here. CBP, TSA, DEA, are all expanding their programs (remember flying in the U.S. BEFORE TSA?) into illegal search, and in so many cases seizure under the civil forfeiture laws that make the money the criminal, not you, and is forfeited.

All agencies have expanded their military capabilities and we now have no-knock SWAT teams delivering warrants for speeding tickets with an MRAP in tow.

We are now in a police state and most of our constitutional guarantees are gone, over, bye-bye.

Travel in the U.S. by vehicle, train or plane is much more than a minor inconvenience, it is by all accounts at the least a major inconvenience and at the worst, deadly, by untrained overenthusiastic enforcers.

This particular insidious requirement will morph, as all the rest have, into a much more comprehensive denial of our basic rights.

bajaguy - 2-14-2016 at 04:14 PM

You want to see more of your "rights" eroded??? Sit back and watch who the nominee(s) are for the Supreme Court vacancy

I'm not going to sit back and wait for anything Terry.

I will try to effect change however I may go about it. This thread is part of that endeavor and maybe it found a sympathetic reader here. That's what it's all about. We are losing this country. Sad.

When Cisco Sez.................

MrBillM - 2-14-2016 at 07:07 PM

"We are losing this Country" WE can only hope that he's RIGHT.

Because the country that HE wants sure as Hell isn't what I want.

As to his Sissy nonsense regarding "Carry", it's worth noting (AGAIN) that, just across the Colorado in the GREAT State of Arizona, MY habit of "Packing" most everywhere (Home Depot, restaurants and the like) is commonplace.

The MAJORITY of U.S. States have much less restrictive laws regarding Public Carry.

California is the oddity.

Refuting the idea that said habit is evidence of Paranoia, I am confident that I could DAILY cite news items without going beyond California where people were innocently going about their business blissfully unconcerned when some Bad Guy (or Gal) changed that for the worse with often Fatal results.

At least SOME of those Encounters of the Worst kind "could" have been avoided if the victim was armed. How Many.......Quien Sabe ?

BUT, what's ALWAYS the case is that the unarmed victim has NO such option.

Like they say: "When Seconds count, the Police are Minutes (sometimes Hours) away".

You know Biley, I could applaud some of what you say but your perspective is so jaded and wrong that you are dangerous.

You have been carrying for so long that to you it's commonplace but it is ILLEGAL AND DANGEROUS to yourself and others.

You are NOT IN ARIZONA no matter what your rationalizations are and when you send your wife around the block to check out a car license plate or hope that homeless lady on your street with the cart moves in a little so "I can get a clean shot" you have gone around the bend fool.

Have at it FELON. Try not to hurt an innocent, although they are the only one you will face up to in person, the rest of it is keyboard-cowboy.

Speaking of those Shopping Cart CRAZIES

MrBillM - 2-14-2016 at 08:42 PM

While Cisco "may" think that a prudent suspicion of those meandering NUTJOBS is excessive, a regular reading of the L.A. [Socialist Peoples Daily] Times makes clear how often those Derelict Dregs attack citizens on the street.

And, EVEN on the streets in Yucca Valley on a (too) regular basis.

Including (covered in the local newspaper), the Homeless character who became irritated with Walmart for telling him that he couldn't panhandle out front.

Which prompted him to return after 1 a.m. with gasoline and set fire to the Propane storage with the Delusional intent to BLOW UP the store.

And Murder those inside ?

Luckily, ALL that P.O.S. did was $250K in building damage.

When Law-Enforcement shrugs and can't protect you from the Crazed Detritus plaguing our streets and presenting a CLEAR danger, we should be prepared to handle the problem ourselves.

I AM.
