When I read this the first time it was posted I was confused a little: does this mean that private boaters can legally remove gill nets when they encounter them?
If so, I respectfully suggest we fisher-folks change our routine a little:

1. Wake up.
2. Launch at day break.
3. Make bait.
4. Go find a gill net and haul it aboard.
5. Go fishing.

We could have BOLA cleaned up in a week, for goodness sakes; but I suspect at our peril.

I thought the same thing when they were netting all the yellowtail who came in to spawn. If you just drove your boat up and down the spawning area, they would not come in until nighttime and they could not get the nets wrapped around. But I suspect that would bring in the army, navy, and national something or other.
