Is this some sort of victory? 118th place is certainly nothing to be proud about. Been to many third world countries over the past several decades. Methinks that poverty plays the biggest role in police corruption.

That said, the Mexican economy is way better than it was 20 years ago. So why do the police still act as they do? I know. Broad generalization. But the simple fact is that police in Mexico are vastly underpaid for their job.
