Maybe so, initially. It will probably start off as a single runway, small terminal airport with a few daily flights of small regional jets.

$70 million does not seem like much for an international airport. I get that it says to being construction. Maybe there will be rebar sticking up
here and there, indicating it's not finished.
In related news, I understand that the Palo Verde Airport in BCS is not operating. It's a paved runwau and was used commercially, but was suffered
recent flooding/hurricane damage and has not been repaired. Perhaps I shouldn't be surprised that another potentially valuable asset is left to decay

It will be a while before the Ojos Negros Sheraton Hotel is built.
How long is the drive to downtown Ensenada? Maybe Anthony's will offer a package deal.
But, an airport is certainly beneficial to growth. I suppose some industrial activity will sprout up in the area.
Tourism in Ensenada?? Don't know.

The drive from Ojos Negro to Ensenada on the 2 lane Hwy 3 during good day takes about 45-60 minutes.....YMMV due to the military checkpoint at about
KM40, traffic, semi trucks, buses, beater cars and the occasional accident.
