The water pump shaft seal is not something he will find locally and installation is a bit tricky if you haven't done it before. The right side cover has to come off which means possibly a new clutch cover gasket and probably a new water pump gasket. If it were me I would keep the coolant topped off and ride back to San Diego for repair. There certainly are Mexican mechanics who could do the job but the parts needed are not going to be available there. It is a two part seal, one part pressed into the right side cover from the inside and the other part in the impeller which goes on the shaft on the outside of the case. Very easy to damage the seal when installing. There is no short cut here, stop leak type stuff will just damage the seal more. As to the fuel pump, the stock KLR has none.

As a high milage KLR owner I have done this repair but in the comfort of my home shop and even there I ruined the inner seal on my first attempt.
