fronteriza license plate

here's a head scratcher, if im correct, these border plates were good for traveling 100 km from the u.s. border at a reduced rate.
yesterday I spotted this one thats now the roof to a bird house, from BCS. how can that be :?:

Both BC and BCS issued (and still issue) fronteriza places. They can be driven anywhere in Mexico that doesn't need the temporary import permit (as well as the US and Canada). In other words in the free zone, which includes the whole of Baja, any distance from the border.

They're mainly issued for cars which are imported used (although I think an import can get a "national" plate for a higher duty).
