We have a friend traveling to Todos Santos with us that will need
to buy a tourist visa. Is there a bank to pay at the border or do
you still need to walk into town and wait in line at a local bank?

In Tecate you can pay about 100 feet from immigration office...no walk down the hill to a bank....simple.

Tecate is an easy stop for the FMM.
There is no parking in the front of the building, however a simple work around is......
Clear Aduana (Customs), proceed straight to the stoplight controlled intersection (1/2 block). Make a right turn at that intersection.
Go one block to the first street on your right, turn right at that street.
Go 1/2 block and turn into an alley on your right........the INM/Aduana parking is there.....also should be an attendant
INM will take your payment, or walk about 50 feet to the bank window, same side of street as the INM office towards the border

Going to bank to pay ended in 2012, since then the INM offiicals have their own cash box. If busy, they may send you to another desk or window to pay,
but all there at the border building.
