List of key elements of the 1992 Article 27 reforms...

1. End government redistribution of land

2. End expropriation of improved privately owned land

3. Presidentially appointed, decentralized and autonomous Superior Agrarian
Tribunals established to settle disputes over land rights

**4. Individual ejidatarios may obtain certificates of land title

**5. Ejidatarios with title may legally sell, rent, sharecrop or mortgage their land as collateral

6. Common land may also be sold for commercial development if a majority of ejidatarios decide

7. Ejidatarios no longer are required to work their parcels personally

8. Legal limits on maximum property size remain

9. Ejidatarios who opt not to sell or rent their parcels may enter into joint ventures with outside investors or form associates among themselves

10. Ejidatarios can sign long-term production contracts with outsiders

***11. The reforms open the ejido sector to foreign direct investment (FDI)

***12. Allow formation of production associations with foreign private investors

The changes in Article 37 are kind of interesting too.

As usual the interpretation of the document is more important than the document itself.
