I think the issue might be geography. Here in MA, it did open up, but only after asking if my local PBS station was WGBH.

I double-checked by posting and it works for me here in Baja Norte. If you use a search engine like Google (not my preference, but...) and search for
"Crossing South KPBS San Diego", you should be able to watch the show from the link on their website
