At the two-station enclosed ATM at Santander Bank in Rosarito, as I was accessing my account, a man came into the kiosk, leaned in and touched me
while commenting on my banking, offering to "help me" in American English as he was reading the screen.
I canceled the transaction and put up hand to wave him off, saying repetitively, "No thank you." and finally, he went away.
This happened at noon on a Wednesday, but I was alone in there with him.

I always go to Banorte across from rosarito beach hotel. Seems to be the cheapest atm fees and the during business hours they have the security guard
right next to the front door in sight of the atms.

All the Santander bank ATM's here have cameras.
You might want to ask them and give them the head's up about this cat.
He may have done this before and they may be aware of him.
don't bother. same bank, same guy, I charged into the bank presidents office hoping he could at least block the card, he could care less. he directed
