I can't help you with the San Ysidro question, but for convenience, I get pesos at a local Wells Fargo here in northern CA before I head for the
border. It is one less hoop to jump through when I get there, and worth what ever exchange rate they charge.

Yes, at least last time I was there 6 months ago. One by the bank office where you pay for your permit and another by the bank on the other side of

There is an ATM after the third and last toll booth when headed south past the border.

The bad thing about multiple choice ATMs in some places is that all charge a different rate for the transaction. And all three give you a different
Dollars to Pesos exchange rate. That rate can vary by up to 1-1/2 Pesos per dollar.
