I have a CA Driver's license and a Mexican Driver's license.
The new federal ID will be a requirement by 2020.
Do I have to renew my CA Driver's license (go in with my SS card, my birth certificate, proof of residence and then get photographed by facial
recognition equipment) or can I legally drive in the U.S. with my Mexican license?

Jan, Alaska is going through the same scenario,because they dragged their feet getting set up to issue a DL that meets the new standards.
Your license should still be valid for driving until it expires, but will not be accepted for things like boarding domestic flights.

Yes you can legally drive in the US with Mexican DL.
