What's with the fence/barrier along the beach?

You now have to stay behind the fence for camping so folks have access to the beach...
Understand the maritime or federal folks came in and had this done.
too many parking too close to the water and would not let folks use the beach in front of their camp,,
or that is the jest of the story we got...
could be something totally different as things go,

Is that the 60' from high tide rule? At Camp Gecko in BOLA they had to tear down my favorite casita for being to close to the water. That was the
story anyway.
