At least entering Sonora, I was told about two years ago that I could no longer bring down bags of planting soil (I found the Kellogg's N-Rich to be a
great soil amendment in alkaline soils), and so I have stopped trying. I imagine manure might be treated the same.
Manure in Mexico is probably the way to go.

Friend got turned around at the border a couple years ago with steer manure. He didn't like the local stuff readily available due to the weeds.
The weeds can be done with by covering a pile with black plastic for a week or so.
