I got a fairly strong wifi signal at Rancho Grande restaurant last year, but did not have a code to log in. I don't know where it was coming from,
but I suspect that the business uses it, but has limited band width or data allowance.
Edit; Sorry, I don't think I even checked my ATT cell phone to see if it had service.

the fernandez's would occasionally get a cell call out, analog.

I have Verizon and can call out 50% of the time, telcell takes care of Verizon in Baja, AT&T also works in Pt Bufeo & Las Encantadas.
