New Tecate crossing opened a few weeks back.. and we had a 90min wait on Sunday afternoon
US side had two of the new four gates open, but the MX side is not ready for the new entry "east" of the old location.
US Customs is just saying the delay is in part to Tecate not being to direct traffic up the new gates..

I came home from Ensenada Tuesday afternoon 4:00 and there were no vehicles in front of me at the Tecate crossing. First time ever for no cars at
all!
