On a tourist visa you can bring your laptop.

Do we need a visa for a two-week stay in Baja? I plan to bring my laptop. Does it cost anything to use wireless internet access in Todos Santos?

I got a ride to BAJA with a guy who was moving to BAJA SUR with a truck load of belongings ....5 year-old COMPUTER INCLUDED. The
inspector saw the computer and monitor and and let us pass without any import fees. I wouldn't expect that with a brand new one.

I once had a empty computer case - just power supply - no boards drives etc. They told meI could not bring it into Mexico. I pointed out it was
empty and same reply - No. I said "OK, it's yours, where do you want me to set it?" He said "NO, no. OK take it with you" Now I had already told
him I lived in San Felipe and was not a tourist.
Importing Computers

You are allowed to import up to $4000 in computer equipment. It is noted on the back of the Import Declaration. The duty is 17-19 %.
As a Tourist, you're allowed to bring in a Laptop, at least, but Custom Officials all have their own interpretation.
