No list of bad dudes is complete without naming Lopez Portillo

The present guy is probably the most honest, and incompetent of all.

I have come to love Baja and hope to be able to return this fall to spend the winter away from Canada's cold. It is difficult to understand the level of corruption that exists in Mexico that such a generous and kind people have to live and survive with.

Mexico doesn't have a monopoly on corruption. it's just more visible here..
it's present in all countries....even that beacon of light to the world the usa.
in fact in the last 3 .5 years fewer efforts have been made to conceal it in 'merika.

The "Gary World" government style of patrimony with cartels, militias or the sovereign military is the style of government in lieu of an authoritarian regime, socialism or capitalism.

Risk vs reward for the ruling class in all cases though.

Mexico IS Different !

When it comes to corruption ...............Thank God !

While restrictions and enforcement have (for the most part) limited corruption in the USA and Canuckia to the elite in business and government, Mexico is a shining example of Egalitarian Entrepreneurship wherein the lowliest worker or official with some influence to barter can attain a profitable (though relatively insignificant) niche in the scheme of commerce.

We should ALL applaud a system which provides an opportunity for the common man to participate in profiting to some small degree. A system which affects slightly those paying the modest fees and assists greatly the recipients.

Power to the Peons !

The little guy factor you cite, is probably the biggest impediment to change.
