Do they process tourist visas there when they are not closed, or do you have to go to Tijuana?

US consulates don't process Mexican tourist visas.

To be clear, I was not asking about a visa to visit Mexico if that is what you meant by “Mexican tourist visas.” I was asking about a tourist
visa to visit the US.

In our 15 years here I have never heard that they process visas to U.S. in Cabo. I believe TJ to be the only location possible for this.

I think Guadalajara is an option, from what I read.
I think it’s correct the Cabo isn’t an embassy or consulate, but a consular agency. Looking online, it appears that they handle some US citizen
matters.
Still unclear if they’re open again.

i went to the consular office in cabo to get a document notarized....a busy place.
i recall having to make an appointment. there is a great, but $$ grocery store in the same strip mall. lots of goodies not common in Mexico

California Farms or something like is the name of the food store. I agree with the assessment.
