I have a friend whose dog has become diabetic and needs regular insulin.
I have heard that you can get the insulin in TJ/ Ensenada at better prices
than stateside. He is using Vetcain. Can anyone suggest a Pharmacy/ Vet

I've never heard of Vetcain, are you maybe thinking Vetsulin?
My Chesapeake bay retriever was on it for 6yrs before he passed. I don't know if its available in Baja, but I never had any problems bringing it in to
Baja, or the syringes.
