Tecate Border crossing

We used the Tecate crossing entering Mexico recently. When I researched their hours of operation I always found it opens at 5:00 am. We were at the crossing at 5:45am and the Mexico side was open, however the US side had the gates closed. At 6:00am or so a US border guy walked out and opened the gates.

Does anyone know why the US would restrict crossing out of the US?

Always has not open 24 hours

The US border hours for Tecate is 6am to 10pm.

I dont think their primary intent is to stop southward traffic. I suppose if the gate were opened before usa cbp operating hours, then a surge of people might flow northward through the unguarded open gate, eh?

I don't remember ever seeing a gate on the US side going into Mexico at Tecate. Maybe I just never noticed it before.
