From the vid it does not appear that the whale “charged” the boat. Looks like the boat was traveling at speed and launched off a whale, and whale
may have been stationary or surfacing.
From the vid, looks like captain error; the boat hit the whale (the whale did not hit the boat)

What I read was Captain was going at excessive speed, and hit the whale. Whales are not known to "charge" boats. One of the passengers was apparently
