Proposal to Require Americans to Register at City Hall

In a proposal that is certain to create outrage among the American population in Rosarito, the local city government has proposed the creation of a registry with the names of all Americans living in the city. Furthermore, they have proposed to create a ?Gringo ID? card. Marco Antonio Corona Bolanos, the director of the Rosarito Public Relations department, told El Mexicano newspaper that ?We need to have a more exact registry so that we can comun?cate to the foreigners that they have an office to help them and assist them 24 hours per day?.
He also proposed that ID cards should be issued to Americans. He rationale for this proposal is to ?provide access? to emergency medical services, translators, tourist information, notaries public, and 24 hour assistance. Additionally, he said that the ID cards would help prevent acts of extortion from the authorities. ?We want to distinguish the residents from the visitors, so that they feel at home?, he told El Mexicano. The article also indicated that the official would begin discussions with various American retiree groups, to promote the concept. When the program begins to bear fruit, he said that he believed that the Americans would function as promoters of Rosarito to attract more investors, residents and tourists.
The proposed registry would presumably be located at a municipal government office. The list would be a different list than the one handled by the immigration department, which is a Federal agency.
The proposal is unlikely to attract much support.
