She can't go. They won't let her on the plane leaving the U.S. If she could go to TJ first, she could fly from there. I flew to Mexico earlier this

they are firm, airlines won't allow it, a departure w/o pass port.
and by planes private a huge hassle. BBP reporting delays at customs for 3 hours plus and fines can be $5K to start.
