Possible Demonstrations Arising from the Scheduled Execution of Jose Ernesto Medellin

The U.S. Embassy has received information that numerous demonstrations may occur in Mexico on or around August 5, 2008, to protest the scheduled execution in Texas of prisoner José Ernesto Medellín, a Mexican citizen. The Embassy urges all U.S. citizens in Mexico to be especially mindful of demonstrations taking place in their town or city, or in areas to which they intend to travel.

Travelers should be aware that various political activists abroad frequently seek to use public demonstrations to forward a variety of political objectives and that it is likely that such activists may use the occasion of anti-execution demonstrations to raise other issues involving the United States or to incite anti-U.S. sentiment in general.
The Mexican Constitution prohibits political activities by foreigners, and such actions may result in detention and/or deportation. Travelers should avoid political demonstrations and other activities that might be deemed political by the Mexican authorities. We wish to remind American citizens that even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. American citizens are therefore urged to avoid the areas of demonstrations if possible, and to exercise caution if in the vicinity of any demonstrations.

For what it's worth - in my experience - the vast majority of mexicans I have contact with wish that Mexico also had the death penalty - and most even support (or don't have a problem with) Uncle Sam putting down a mexican murderer in the US - just my own unofficial poll.

This is a typical State Department Announcement---we had the same one issued when we were in Honduras and a Honduran was being executed, also by Texas.

It was not a problem, but we did stay out of the capital and away from the Embassy where there were some protests.

Also had the same thing in Mexico City, only it was when the US took out Noriega.

I would not be real concerned, just lay low and if you see a deomonstration, go the other way. Embassys and Consulates seem to be popular places for protests.

Most people in my country who know about this case are disgusted and support this execution. Many are using this case as an example of why we need execution as a punishment for extreme crimes.

The death penalty does NOT deter criminals from commiting heinous crimes. Do you honestly believe that killing Medellin is going to deter the drug lords in Mexico? It might even increase crimes against Americans.

I went to high school at Mark Keppel, in Alhambra. Their mascot was the Aztec. And we were known as MKP.

I did google MKP and this is what I found .....

The problem I have with the compliments is that NONE of them come from outside of the MKP (NWTA). Why is there no research or official support from the APA or other governing bodies? If the weekend is so effective, this would be the next logical step. There are doctoral statements (all of which seem to cite the same single man as a contributor...Chris Burke, MKP's research director), and lots of single statements, but no hard scientific proof.

When I was approached to attend, I asked about suicides after the weekend, I was told there have been two in this province "but they would have done it anyway". There are also reports of men coming home and physically abusing their wives, I have no evidence of it, but judging by the men's state of mind at the end of the weekend.... it fits.

"Another interesting thing is that MKP has people on staff whose only job is to search online to find and "deal with" negative feedback. Doesn't really fit a group who supposedly help individuals achieve integrity and self-congruance.

In the end the choice about the group's motives and your attendance is yours to make. Just be careful, I know first hand the lengths they will go to in an attempt to coerce you.

Today is the day, August 5, when we may see flags burned and hear protests of an execution in Texas of a scumbag who raped and murdered a 14 and 16 year old girl. The protestors will say it doesn't matter that the girls died at the hands of this c-ckroach, he has a right to live. They're going to argue for his rights and disregard the rights that were denied these kids.

Agreed! As a matter of fact, I don't think the word c-ckroach even begins to describe these guys. Look at it from the girls' parents' eyes and tell me he deserves to live. The only way he would deserve to live is by remaining solitary confinement without parole for the rest of his life (perhaps with Bubba as visitor). If I were Mexican, I would be too ashamed to be a citizen of a country that produced this scum, much less protest to save his life.

Hmm, I went to Alhambra H.S. when they still spoke English in the neighborhood. I had friends from Ramona Grammar school who went to Mark Keppel. We had, certainly, a friendly competitive relationship in those days.

Just because there is no capital punishment in Mexico does not mean it doesn't exsist in the USA especially in TEXAS!!! Guess he should have picked a more liberal state to commit a crime punishable by death. Beware those who would attempt the same activities....Texas is a "hang em' high" state. For those of you who do not know this Medellin was an illegal living in Houston. He and several others (gang members) were involved in the murders of these two girls, 14 and 16 years old. After raping them several times there bodies were beaten beyond recognition and had to be identified by dental charts 4 days later when they were found. This was fifteen years ago. There is no doubt of his guilt as well as the others and his appeals have been denied. The state of Texas has paid for legal fees and his prison time as well which is in the millions of dollars.

I do not care that he was illegal and in no way am comparing hard working illegals in the United States to this low life scum however he has propensity to break the law and has done so prior to the murders for theft and robbery in Texas.

The law in Texas is plain and simple. If you are found guilty of murder you can receive the death penalty. The country of Mexico must respect this law and deal with it.

In Mexico if you are convicted of murder the maximum is 40 years ( or if you have enough money you can get out in 1 ).

I am not catholic but I think those who are think they can commit any crime they want, go to confession and get on with their life knowing that the BIG CHEESE will open the gates when he or she gets there and completely forget about what they have done.

Mr. M is shaking in his shoes right now and will fry for the hideous crime he committed and thank God for Texas law!

HUNTSVILLE -- The state of Texas defied an international court tonight and executed Jose Medellin for raping and murdering two teenage girls 15 years ago.

About a half-hour earlier, the U.S. Supreme Court had rejected a last-minute appeal to stay the execution, originally scheduled for 6 p.m.

Medellin was pronounced dead at 9:57 p.m., nine minutes after the lethal dose was administered.

As the court deliberated earlier, opposing groups of protesters gathered outside the death house. When the prison clock chimed six, a group of U.S. Border Watch members and others broke into cheers, thinking the execution had occurred.

Medellin is one of gang members condemned for the June 1993 gang rape and murder of Jennifer Ertman, 14, and Elizabeth Pena, 16, in T.C. Jester Park on Houston's northwest side.

The girls were raped and strangled with a belt and shoelace after they stumbled into a drunken gang initiation rite while cutting through the park to get home before their curfew.

Elaine Jackson of Houston, who identified herself as a friend of the Pena family, was among those supporting the execution.

"The girls didn't get a second chance, why should he?" she demanded. "Why should he keep on breathing?"

On the other side of the street, Nancy Bailey was among those opposing the execution. Putting Medellin to death, she said, would flout the nation's treaty commitments and would endanger Americans arrested abroad.

Medellin, who granted few interviews while on death row, told a Mexican news reporter that he had 15 years in prison to compose his emotions. On Monday and Tuesday, he visited with his parents, whom he had not seen since 2001.

Prison spokeswoman Michelle Lyons said the parents were barred from the prison after they were overheard plotting an escape for Medellin. Also Tuesday, Medellin spoke by telephone to his younger brother, Venacio, who is serving a 40-year sentence in connection with the crime.

Jose Medellin is in a holding cell near execution chamber.

Six gang members were convicted of the killings. Derrick O'Brien was executed in July 2006. Gang leader Peter Cantu remains on death row. Two others, who were 17 at the time of the crime, had their death sentences commuted to life in prison. The younger Medellin, who was a juvenile, was sentenced to a 40-year prison term.

Ertman and Pena were raped and strangled after they stumbled into a drunken gang initiation rite while cutting through the park in order to get home before a curfew.
For days after the murders, police and the girls' parents frantically searched for the missing teens. Four days after the crime, a tip from a gang member's brother led authorities to the bodies, then to the suspects.

Within three hours of his arrest, Medellin admitted his role in the gruesome murders, appalling authorities with his boastful, callous description of the night's events.
Medellin's case created international controversy when the United Nations' world court determined Texas had violated the killer's rights under the 1963 Vienna Convention on Consular Relations by denying him access to the Mexican consulate.

In 2004, the world court ordered a hearing be held to determine if the treaty violation damaged the killer's defense. In July, it ordered that a stay be granted.
President Bush and other federal officials urged Texas to grant the hearing, but Texas officials adamantly refused.

I didn't hear of any mass demonstrations in Mexico. Everyone I spoke to thinks he deserved it and said they wish Mexico would do the same thing with that type of scumbag.
