APRIL 4 PATROL BOAT

It was really nice to see a patrol boat this morning. There weren't any seiners or shrimpers around. Only a lone panga. But the patrol boat stopped them and the pangero went back to fish camp. I don't know for certain but suspect the pangero did not have the needed papers, either to use his net and or boat papers. It's is wonderful to see this and I only hope it happens with some regularity.

Same patrol boat whizzed through here yesterday, Russ.

They looked over all our beaches and headed on up your way. Seemed to be enjoying life and really flat water. Hmmm..wonder what the diesel burn rate is when pulling 2 waterskiers?

Boy, things do change. When they had a skin diver drown out of San Lucas Cove several years back, they tried to take up a collection for gas so that they could go up to Punta Prieta to help in the search. These guys have twin diesels and this boat will go over 50 MPH. I got to look at the boat when they boarded us to check registration and licenses.
The one downside is that the local fishermen who have made their living off of the sea for a long time are not being allowed to fish and many do not have anywhere near the right paperwork to be fishing. I really wonder what will happen in the next couple of weeks as the yellowtail try to start heading up to the rocky shores to spawn. Normally the pangas, nets, and the skin divers kill thousands of pounds of spawning fish and the market gets so bad this time of the year that the price falls in half for yellowtail and everything else that swims close to the rocks like cabrilla and reef fish. My goodness, if they actually shut down the spring netters, we might actually see a resurgence of fish populations which have reached critically low levels this year. The Mulege tournament was a disaster and it will be interesting to see what happens to the yellowtail tournament in May at San Marcos Island.

Pescador, sad to say the spring netters are already back at work. Just a day after the patrol boat left. There were 5 pangas with 2 guys each spreading and hauling in nets along the coast from my place to Santispac. That's a distance of only 3 miles. The Bay is a maritime park closed to netting...of course...sure.

Early this morning, a vendor came to my door selling yellowtail in the round that he had bought yesterday off netters from Sta. Rosalia. I told him I never buy net-caught yellowtail or any other net-caught fish...nor would my neighbors...but I might buy the nets. He must not have liked my humor...got a little nervous and went on to the camping beach, where I expect he will peddle the yellows.

This has been going on for years. What is the Answer to a bad thing.?

Can anything be done? What happens to the Panga Fisherman? What happens to the Comerciallies??

I would really like to know if there is any Solution to this process at this time.

We have the occasional patrol boats just like that one, as well as those high-sided aluminum "pangas" with twin monster O/Bs. Many times there are guys up front with AK-47s and the gun toters are often wearing ski masks.

Sometimes they will cruise the edge of the gringo boaters chasing YT.............but the only boats we see them stop and question are the seiners and the pangas.

We assume they are NOT checking for licenses and bag limits but contraband.

pretty fresh

they are catching them near san marcos island

mine had a gaff hole in it...
do they gaff fish they net?

Mexico has many good laws in place relating to protecting the fishery .....

However , NO Enforcement has been the norm,

The enforcement needs to be funded .....

Those patrol boats should be cruising each day ,

or at the very least each week ,

All of the designated protected bays !

What do you think it would take to protect the fishery ?

One hundred patrol boats for the entire Baja ?

What is the cost ? Where would the funding come from ?

It would take a huge investment which, IMHO, I just don't see forthcomming .......

It is a sad state of affairs , with insurmountable odds .

Panga Fisherman have been doing such for many years. They are making a living for their Families even with the past help of Their Govt. in buying Motors for the Pangas.

There has to be a Solution based on Truth and Facts- Not Angry Emotions!

We, the States. have Problems with Gangs in all the Major Cities' Should we Kill them all after burning their Cars.??

The pangero that was checked yesterday is out tending his net in the same area this morning.
CaboRon has raised some really valid issues. And of course it all comes down to money. I like the way many of the co-ops work on the west coast but the SOC doesn't seem to have that commitment to protecting the fisheries. There have been talks here in the Punta Chavato area about raising funds to support one fishery agent with a boat, gas, a place to live and other logistics. But we don't know if there is a legal way to pursue this idea. There are some concerned folks here that are going forward with the idea.

Thanks for the update Russ. Glad to see the Navy myself. A lot of interesting views above to think about. I'll be heading to PC this month on the 18th or 19th. Hopefully get the boat out too! As usual, I'll only be there for a week. Oh well, retirement is only a few years away. Don't want to rush "old age"....ha! I'll say it again, maybe we'll hook up and have a cold beer. We already do that here Skeet, the only difference being the Government Confiscates the cars and sells them for 100% profit.

My personal Opinion is that any of us in Baja at this time will never see it when the Fish are All Gone.

I think that the taking of a lot of the Squid several years ago caused a decline in the return of Yellowtail and Dorado until last year when I personally saw the Fish in Multitudes, like it was 20 years ago.

We cannot even think that the mexican Govt. will do things like the States. It is a different Country with Different ideals and Mores.

After dealing with street, durg and Outlaw Motorcycle Gangs for 34 years, my answer is yes.

Forfieture of property used in or purchased from illicit activities have numerous federal and state guidelines, and the procedure is controlled through the courts (federal and state). In Nevada a majority of funds generated through forfeiture proceedings goes into the education budget. In my experience, the majority of the crooks property that has been seized has no value.....

Was your experience in Nevada?
I spent about three years doing Insurance Investigations at the Nevada Brothells for Emerson Titlow. Nevda is somewhat tougher on Gangs out in the country of Nevada.

Fishing in the Sea of Cortez cannot be solved by Enforcement- Mexico just does not have the Money or Desire.

Compare it with the large and long movement to save the Salmon in Washington.

Mostly had to do with the Guys running wild and Mad, starting Fires, Shooting up the Walls, breaking some glass here and there.

All I had to do was call the guys house and he sent the Money for damages real Fast and of course said No letters to my House Please!!

The only one I had trouble with was the guy with the Cessna 320 who had sneeked over from Fresno for a Nite with the Gals at Mina Junction> As he made his approach to the Landing Strip he hit a Telephone Line and Geared up on the Strip.

Was difficult to explain to his Wife the next Day.

My brothers son got stopped just out side of the San Jose Marina yesterday. They wanted to see all his paper work for the boat. He does not speak spanish so he does not know what the problem was but they were not happy with what he had and they made him sign something saying that he would take care of it or something to that effect. We think the problem was he did not have a temp. importation permit. I actually thought you did not need these anymore....
Anyway I think my brother took care of it today! Maybe they can get back on the water tomorrow!
