We have driven to La Paz many times but have not needed to declare at the border.
Planning to cross at Otay Mesa on Sunday and have cabinets to declare. Can that be done on Sunday?

You do not need a broker if the value (after your exemption) is under $1,500 USd/person and $3,000/vehicle. Not sure what the current exemption value

Yes, you can declare on Sunday, and bring a receipt with the purchase price so you can expedite the paperwork if necessary.

I'm sure it would. A receipt is just a piece of paper with some printing on it.
