Crossing and declaring at Los Algodones

I have crossed there a few times, but I guess my question is are you supposed to pull into the last parking lot on your right before you cross the border and park and get checked there (are pay any import fees there?), or do you always cross the border and pull over on the right (which there is only one spot to do) and do the FMM and pay any import dues there?

You pull into the Mexican side of the border and declare to the agents there. They will have you park and go into their office.
