VHF Radio License

Communication along the Sea of Cortez is done by VHF radio base stations in our houses & handheld sets (5 watts) channels 69 or 71 depending on locations - north or south of San Felipe & Puertecitos.
The question I have is - should one have a Mexican VHF permit to operate? If so, 99.5% of people using them do not have one.
I understand someone got hassled by the Military check point for not carrying a permit to use with his handheld.

I have base sets in my trucks as well as handhelds and never a problem. We should have licenses but don't.

Illegal

I just noticed this over on the UCR board. The one reason above all that you could never get a permit is that they are ALWAYS illegal in your vehicle unless you've got one of those "Kubbelwagen" types. Of course, given the number of vehicles I've seen drive into the water over the years, maybe a lot of drivers think they do.
