Dialing a Mexican number from the US

How do you dial a Mexican number from the US? I've got this number starting with "011," and I can't make it work.

011 is the internation access code. then you need the country code which is 52 for Mexico. Then the city code like 617 for Ensenada. Then the local phone number which is 6 or 7 digits. Example 011-52-617-77-3456.

So there are no other digits to dial? I kept getting a weird sound like I had made some stupid mistake. I just dialed it again and got what sounded like a fast busy signal, so maybe the other day was just an abberation. I'll keep trying. Thanks, TW.

If you're dialing San Felipe area (or Mexicali) the area code is 686 so it's 011-52-686-577-0000 or 576-0000. San Felipe exchanges are 577 and 576. Calling cell phones are a different deal.
