You can cross in any lane. But, if you are going south the exit will be towards the right.

I think there is one lane where your chances of getting hassled are less than the other lanes. It is either the farthest to the Right or the farthest to the Left

lane from the left. This also puts you in the correct lane to turn for the Rosarito/ Ensenada turn off.k
