Mexico Announces New Directors to Clean Up Baja

In a rejuvenated effort to attract more anglers to Baja California Norte, Mexico's Secretariat of Tourism has appointed new directors in charge of
handling complaints by Americans about disorderly conduct by Americans and Mexicans alike.
The newly appointed directors have been working with vigor on the current rash of armed robberies occurring on Baja Norte's Highway 1, and have
motivated federal officials to capture three individuals they've found with incriminating evidence.
Additionally, they are concerned about the illegal ignition of fireworks along the beaches of Baja and encourage the reporting of these incidents to
their version of 911, which is 066. Officers are now armed with new ordinances to arrest people involved in these explosions that disturb the peace
and litter the beaches.
The new directors would also like to receive reports of any complaints about their police officers.

So...if they find me with, say, drugs, or guns, or heaven forbid fireworks...they'll let me go, then try and capture me later? Is it, like, a game?
How much head start do we get?
Let's hope when they next see the Hwy 1 shooters, they're shooting off fireworks on the beach.
