fishing in Bahia Santa Maria Feb/ Mar

First off, where can I find the license regulations? Then, will I be able to perhaps catch an edible fish from the beach? Any suggestions for gear and bait? This will be my first try at baja fishing..Thanks in advance ...RED

No license for shore fishing. Water is too cold in Feb/Mar. for anything more than young fish from shore or stingrays. Try squid though, very durable on the hook, holds up well in a cooler too.

Haven't had a bad trip yet....
