TIJUANA – Two U.S. citizens stopped by police Friday with three Mexican boys and pornography are being held on charges of rape, sex abuse and corruption of minors, according to the Baja California Attorney General's Office.

Tijuana police officers detained the suspects in the Avenida Revolucion tourist area after their 2006 Dodge Caravan with California plates had failed to stop at a stop sign, according to the police report. The boys, ages 9, 10 and 12, had been selling trinkets a year ago when they first met the suspects, who returned on several occasions to give them toys and candy, and visited them at home, state investigators said.

The suspects were identified as Robert Vann Smith, 39, a native of Georgia, and Nicholas Joseph Simons, 31, of San Diego. Simons has been charged with rape, sexual abuse and corruption of minors. Smith was charged with corruption of minors and sex abuse. Carmen Ignacia Rodríguez, mother of one of the boys, was charged with neglect.

The boys told police they had spent the previous night at a hotel, and that they had been promised a DVD and children's videos. Inside the vehicle, police found DVDs with pornographic and children's themes, condoms, creams, as well as a DVD copying device.

According to the Baja California Attorney General's Office, the men had stopped by the boys' neighborhood in an impoverished section of the city Thursday and invited them to eat.

Records from Georgia's Department of Corrections show a man with Smith's name and date of birth was convicted in 1989 on charges of enticing a child for indecent purposes.

Smith and Simons are being held in La Mesa State Penitentiary, according to the Attorney General's Office.

The photo reminds me of my trip North last month. Just two blocks south of the Police Station on Robledo Industrial, we ended up behind one of those Police Pickup trucks with the abbreviated camper shells. Chained together at the back were two guys who looked just like that. They were so ugly that they deserved to be arrested for that alone. Anyone meeting them on the street would be worried for their safety.
